The state of Kentucky adopted vehicle emissions testing programs for three counties in the northern portion of the state in 1999, but this requirement ended in 2005 after Governor Ernie Fletcher signed an emergency regulation.

Governor Fletcher decided Kentucky’s air quality improved enough since the vehicle emissions testing started that the state no longer required vehicle emissions testing and that there were other methods Kentucky could implement to reduce air pollutants that had more value.

Kentucky Eco-Friendly Driver Incentives

Although the State of Kentucky does not require vehicle emissions testing, there are “green” or “eco-friendly” vehicle tax breaks available if a vehicle owner decides to make a conscious effort to make more eco-friendly driving choices.

With the recent tax overhaul bill that passed at the end of 2017 in the U.S Congress, the U.S. Federal Government decided to keep its $7500 Alternative Fuel Vehicle tax deduction. Vehicle owners can receive federal for the following types of alternative vehicles:

  • Hybrids
  • Electric cars
  • Plug-in Hybrids
  • Alternative fuel vehicles
  • Diesel

Kentucky Eco-Friendly Tax Exemptions

Vehicle owners who drive propane vehicles on Kentucky’s public highways, do not have to pay Kentucky’s state excise tax on propane fuel when the vehicle has an approved carburetion system installed. Vehicle owners looking to qualify for this exemption must own a vehicle that falls into one of the following categories:

  • The owner must receive approval from the Kentucky Energy and Environment Cabinet
  • The vehicle must have a fuel system meet the Federal Motor Vehicle Safety Standards

In order to qualify for these discounts, vehicle owners typically will need to keep track of the miles they drive and drive a fuel-efficient vehicle to meet the minimum eligibility set forth by their provider. Although Kentucky does not offer incentives for rideshare programs, a major push is taking place in urban districts, such as Lexington, Louisville, and Northern Kentucky, to implement them.
